Firstly, if you have some history knowledge you should know in America, Blacks were oppressed and were put by force at the bottom of the social ladder. Thus "Black neighborhood" were previously mosty very poor, and it is completely normal for wealthier Black people to move to a wealthier neighborhood which would most likely be predominantly White.
