Something as simple as distance or possibly even clothing or even in the flesh could reduce its velocity so fast that the energy dump is premature. All theoretical though. :/

May 5, 2012 - All Munitions are "Real" rounds, only way I can see a round being "nerfed" is with the pressure. There are some types of rounds that are illegal for civilians like AP rounds for example but you can still get a hold of those quite easily. Now NATO Ammo is loaded to a higher pressure than Civi rounds but that is for liability purposes. The majority of consumer civilian ammunition is slightly download to protect people from shooting higher powered ammo in older and sometimes guns in poor condition.

(since its around 2133fps from a FN P90 and around 313ft-lbs muzzle energy, 1650 and 242 sounds about right to me.) and add around 1 ton of pressure on a 1/16th inch spot don't think it'd matter if the energy dump was premature once entering the target, that would still fuck their day up with at least 10 inches of penetration.
